SESB may cause opposition to gain in next polls

THE power supply situation in our State does not appear to improve and this could potentially affect the government in the next elections.

        We have time and again been assured that measures are being implemented for the betterment of the service, but year after year it’s the same situation. In fact the blackouts have now worsened to the stage that load shedding even implemented by service provider, SESB, as they could not supply sufficient power to meet the demand.

        I believe billions of ringgits had been spent by the Government. But the fact is that nothing has changed and I tend to think that something must be very wrong with SESB, beginning with the core structure of the management who should have put into action plans that are able to solve our woes.

        Which leads people to wonder whether the people heading SESB have any knowledge about electricity generation.

         As an example, just in Sandakan alone 2 X 20MV GT, 1 X 14MV, 2 X 8.5MV, 1 X 5.0MV DG’s totaling 77.0MV are no forced outage and the SESB leadership is still adamant in blaming that the power woes are the fault of the IPP’s and not that as SESB’s own long resolved problems.

         Many power plants were forced  to continue operation despite their poor condition resulting in costly failures and damages that caused long outages such as Tenom Pangi Hydro 3 X 22MW which had been operating for 30 years to require a major rehabilitation exercise in order to maintain it in good operating condition.

         The problem has been further complicated with the withdrawal of 20MW of DG rental sets in the year 2008 and the action to reinstate them in 2009 did not help to ease the situation at all.

          It is said that most of the SESB generation staff are confined to meetings and discussions on administrative matters. The 5s programmes and others that are being boasted about failed to improve the technical skills of generation staff and the result is that those on the field are very poorly trained and are unskilled in the operation and maintenance of generation plants.

          It is appropriate to remind the SESB leadership in the proposed mobilisation of power barge from Sepanggar to Sandakan as nothing seems to have transpired since. The amount of funds used for the proposal should be explained as all the money spent at that time could have been put to good use there and then to restore existing power plants in the East Coast which is in dire need of the service.

          SESB is now associating the current need for power to be solved with the coal plant project earmarked in Sandakan forgetting that the proposal is only in its dream stage due to opposition from concerned environmentalists.

           How then can the problem of power sufficiency be solved if thriving only on dreams instead of implementing action plans that could serve their purpose until the next few IPP generation sets are implemented for the production of SESB’s healthy generation reserve in the grid system.

           It is high time that the Government, especially Tenaga Nasional head, Tun Leo Moggie determine once and for all positive action that could be implemented as a solution to this long outstanding blackout woes, instead of merely allowing the top management of SESB to enjoy the comfort of new corporate colours and vehicles that does not enhance public image at all.

           The people in Sabah deserve the best that the Government can provide as they are the bastion on which the Federal Government is resting upon and Prime Minister Dato’ Seri Najib should take the inevitable action to look into the review of SESB.

           Perhaps, a Royal Commission of enquiry could be set up to look into the failures of SESB with emphasis towards the amount spent by the Goverment and the justification on all actions that had been taken. Maybe the Commission could unearth discrepancies that had been the stumbling block in the government’s efforts.
