Coal Pollution Damages Human Health at Every Stage of Coal Life Cycle, Reports Physicians for Social Responsibility

Washington, DC -  November 18, 2009 – Physicians for Social Responsibility has released a groundbreaking medical report, “Coal’s Assault on Human Health,” which takes a new look at the devastating impacts of coal on the human body. Coal combustion releases mercury, particulate matter, nitrogen oxides, sulfur dioxide, and dozens of other substances known to be hazardous to human health.

This report looks at the cumulative harm inflicted by those pollutants on three major body organ systems: the respiratory system, the cardiovascular system, and the nervous system. The report finds that coal pollution affects all major body organ systems and contributes to four of the five top causes of mortality in the US:  heart disease, cancer, stroke, and chronic lower respiratory diseases.

"The findings of this report are clear: while the U.S. relies heavily on coal for its energy needs, the consequences of that reliance for our health are grave," said Alan H. Lockwood, MD FAAN, a principal author of the report and a professor of neurology at the University at Buffalo.

"These stark conclusions leave no room for doubt or delay," says Kristen Welker-Hood, SCD MSN RN, PSR’s director of environment and health programs.  "The time has come for our nation to establish a health-driven energy policy that replaces our dependence on coal with clean, safe alternatives.  Business as usual is extracting a deadly price on our health.  Coal is no longer an option."

Also participating in the report’s release were the American Lung Association and the American Nurses Association.

Coal combustion releases mercury, particulate matter, nitrogen oxides, sulfur dioxide, and dozens of other substances known to be hazardous to human health. This report looks at the cumulative harm inflicted by those pollutants on three major body organ systems:  the respiratory system, the cardiovascular system, and the nervous system. The report also considers coal’s contribution to global warming, and the health implications of global warming.

Viewed in this way, the totality of coal’s impact on health becomes clear. Coal pollutants affect all major body organ systems and contribute to four of the five leading causes of mortality in the U.S.:  heart disease, cancer, stroke, and chronic lower respiratory diseases.

  • Respiratory Effects: Air pollutants produced by coal combustion act on the respiratory system, contributing to serious health effects including asthma, lung disease and lung cancer, and adversely affect normal lung development in children.
  • Cardiovascular Effects: Pollutants produced by coal combustion lead to cardiovascular disease, such as arterial occlusion (artery blockages, leading to heart attacks) and infarct formation (tissue death due to oxygen deprivation, leading to permanent heart damage), as well as cardiac arrhythmias and congestive heart failure. Exposure to chronic air pollution over many years increases cardiovascular mortality. 
  • Nervous System Effects: Studies show a correlation between coal-related air pollutants and stroke.  Coal pollutants also act on the nervous system to cause loss of intellectual capacity, primarily through mercury.  Researchers estimate that between 317,000 and 631,000 children are born in the U.S. each year with blood mercury levels high enough to reduce IQ scores and cause lifelong loss of intelligence.  
  • Global Warming: Even people who do not develop illnesses from coal pollutants will find their health and wellbeing impacted due to coal’s contribution to global warming.  The discharge of carbon dioxide into the atmosphere associated with burning coal is a major contributor to global warming and its adverse effects on health and wellbeing worldwide, such as heat stroke, malaria, declining food production, scarce water supplies, social conflict and starvation.

In addition to the impacts from pollutants emitted during coal combustion, the report pinpoints negative health consequences at each step of the coal life cycle.  Coal mining leads U.S. industries in fatal injuries and is associated with chronic health problems among miners.  In addition to the miners themselves, communities near coal mines may be adversely affected by mining operations due to the effects of blasting, washing, leakage from "slurry ponds," the collapse of abandoned mines, damage done to streams and waterways, and the dispersal of dust from coal trucks during transportation. Slurry injected underground can release arsenic, barium, lead and manganese into nearby wells, contaminating local drinking water supplies.  The storage of post-combustion wastes from coal plants also threatens human health.  There are 584 coal ash dump sites in the U.S, and toxic residues have migrated into water supplies at dozens of sites. While every stage of the coal life cycle impacts human health, the combustion phase exacts the greatest toll.

"Given the disease burden associated with coal as well as its contribution to global warming, it is essential that we establish energy policies based on a fundamental commitment to human health and the health of generations to come," said Peter Wilk, MD, the Executive Director of Physicians for Social Responsibility.

Based on the report’s findings, PSR issued five policy recommendations:

  • Cut emissions of carbon dioxide as deeply and as swiftly as possible, with the objective of reducing atmospheric carbon levels to 350 parts per million, through 1) strong climate and energy legislation that establishes hard caps on global warming pollution coming from coal power plants, and 2) strict enforcement of the Clean Air Act.  
  • Reduce fossil fuel power plant emissions of sulfur dioxide and nitrogen oxides so that all localities are in attainment for national ambient air quality standards.
  • Establish a standard, based on Maximum Achievable Control Technology, for mercury and other hazardous air pollutant emissions from electrical generation.
  • End all new construction of coal-fired power plants, so as to avoid increasing health-endangering emissions of carbon dioxide, as well as criteria pollutants and hazardous air pollutants. 
  • Develop the capacity to generate electricity from clean, safe, renewable sources so that existing coal-fired power plants may be phased out without compromising the nation’s ability to meet its energy needs.

Malaysiakini.com: No Short Circuiting Sabah’s Power Woes

Sabah’s power monopoly, Sabah Electricity Sdn Bhd (SESB), has warned that there is “no quick fix to the state’s long-standing power woes” even though current needs are fairly modest at an average 730 MW.
The public utility, 80 per cent owned by Tenaga Nasional Berhad (TNB), finally broke its silence amidst threats of demonstrations and legal suits from long-suffering consumers claiming compensation for endless load-shedding, power rationing, black-outs and power-shortages.
SESB Managing Director Baharin Din puts the immediate blame for the critical power situation on an IPP (Independent Power Producer) whose ARL Power Station experienced serious plant malfunction.

“Power supply generation is a shared responsibility in terms of installed capacity,” disclosed Baharin. “SESB is responsible for 45 per cent or 467 MW and the IPPs 55 per cent or 581 MW.”
Baharin was following up on a special closed door briefing session for MPs and state assemblypersons on Tuesday, organised by TNB and SESB chairman Leo Moggie, at the Le Meridien in Kota Kinabalu.
Also present was TNB CEO Che Khalib Mohd Noh, Deputy Chief Minister Peter Pang and Federal Deputy Minister for Natural Resources and Environment Joseph Kurup.
It is not known what Moggie told the meeting but speculation is rife that he was trying to secretly push for the unpopular coal option in Sandakan, Lahad Datu or Tawau.
Elsewhere, Baharin admitted that aging machines and the failure of major projects to either take off or take off in time as among the major problems that SESB faces.

Kota Kinabalu, Aug 19, 2009: Sabah Progressive Party (SAPP) told the government to get down to the serious work of substantiating its high-sounding slogans to salvage whatever little credibility it has remaining.
“The ‘People First, Performance Now’ slogan is sounding less believable by the day as the people are subject to barrage of empty promises,” said Datuk Richard Yong, the secretary-general of Sabah Progressive Party (SAPP).
He cited as examples of empty promises the failure of the government in building a new general hospital for Kota Kinabalu City , addressing the perennial power supply disruptions throughout Sabah and the amusing delay in the completion of the intersection in front of the Queen Elizabeth Hospital in Kota Kinabalu.

TNB Clearly Failed Sabahans, Claims DAP

Kota Kinabalu: There is nothing to look forward to on power supply in Sabah in the coming months or years if a recent briefing by the Sabah Electricity Sdn Bhd (SESB) is anything to go by.

State DAP Vice Chairman Anthony Teo said the picture painted by SESB was that the electricity supply in the State would be "very erratic or more so in Sandakan."

"This will indeed be a major cause of concern and gloomy for Sabahans especially those living in the East Coast ÉI think this briefing is like (a) ‘I told you so’ (briefing)," said Teo, who is also the Sabah DAP Industrial Bureau chief.

The briefing he was referring to involved the SESB Public Relations Department, which spoke to several groups about the recent severe power interruption involving their corporate consumers in Sandakan, on Thursday.

TNB/ SESB/ Lahad Datu Energy Sdn Bhd – PROVE to us that YOU CARE!!

Guess who is the top brass behind Lahad Datu Energy Sdn Bhd, the Company which is still stubbornly persisting to build the highly unpopular coal power plant in Sandakan — which has already been REJECTED on health and safety grounds in Lahad Datu?

Based on a company search done recently, as at  4 feb 2009, the Shareholders and Directors of Lahad Datu Energy Sdn Bhd are:

  1. Dato’ Che Khalib Mohamad Noh
    - who happens to be the current President & CEO of Tenaga Nasional Berhad, the parent company of Sabah Electricity Sdn Bhd, as well as a Director of Sabah Electricity Sdn Bhd itself.

  2. Dato’ Abdul Razak bin Abdul Majid
    - who happens to be the current Senior Vice President (Corp Affairs) of also Tenaga Nasional Berhad.

So, we wonder whether this explains why the TNB top management (including the 2 of them above) seems to be SOOO stubborn and adamant in its plans to build this coal power plant, in Sandakan if not Lahad Datu — despite the fierce objections from over 30,000 residents of Sandakan, and despite the ample avenues to explore other alternative options to increase the supply of electricity to the East Coast of Sabah?

And, we suppose TNB can no longer completely distance themselves from this coal power plant project or to call it an ‘Independent’ Power Plant in any way.

Would it be too far fetch to say that Tenaga Nasional Berhad = Sabah Electricity Sdn Bhd = Lahad Datu Energy Sdn Bhd = lovers of coal who are too rich and powerful and deaf to the voices of the Sandakan people?

(By the way, note that capital letters ‘WE CARE’ and the exclamation mark ‘!’ at the end there are the ORIGINAL, not added/edited by the author of this post. Hmm… sounds like SESB is really PASSIONATE about CARING for Sabahans!)

Well, it’s time for you to PROVE that you ‘CARE’ by listening to over 30,000 of your customers residing in Sandakan! And it’s time for you to start "Working HARDER For Better Power" by looking for other clean and healthy alternatives such as hydro from Bakun Dam and natural gas, and CALL OFF THE COAL POWER PLANT PROPOSAL!!

Forcing the COAL power plant down our throats is NOT called ‘working HARDER’, and it’s definitely not ‘CARE’. To insist that Sabahans must accept coal looks more like you are ‘working harder’ for and ‘care’ about your own corporate profits only.

You have recently taken over the Bakun Dam project in Sarawak, which is expected to be ready in October 2011.

Furthermore, there will be SOOO MUCH hydro power to be generated in Bakun, Sarawak, that there is even a plan to construct *** 676 kilometres *** of ***submarine cables across the South China Sea*** to transmit power from the Bakun hydro project ALL THE WAY to Peninsular Malaysia!

I’m sure you know that the distance between Miri, Sarawak, to Sandakan, Sabah is only 485 km, and between Sibu, Sarawak to Kota Kinabalu, Sabah is only 624 km, LESS THAN your SUBMARINE cable across the South China Sea!! So, all you need to do if you really CARE about Sabah’s environment and the health of her people is to construct a grid ON LAND to connect Bakun and Sabah — shorter than 676 km and no need to go UNDER-SEA!! Surely, it will cost you MUCH LESS than the submarine cable across the South China Sea!!

Besides, there is also plan to sell the electricity power produced at Bakun to Brunei and Kalimantan, Indonesia, instead of selling this clean and healthy energy to Sabahans (which is part of Malaysia, by the way).

WHAT IS GOING ON ??

Tenaga Nasional Berhad/ Sabah Electricity Sdn Bhd/ Lahad Datu Energy Sdn Bhd, TALK IS CHEAP. Stop emitting hot air, start ‘Working HARDER’ to find intelligent and clean solution instead of lazy shortcuts such as coal, and prove that you really ‘CARE’.

The anti coal committee explained that anti coal is not anti-government.

With so many YBs in Sandakan including the CM, DCM, Minister, Deputy Minister, Assistant Minister, Speaker and so many others all of whom were elected by the Sandakan people who gave BN a 100% return in the last election.

Wong also said that he is delighted and fully supports Datuk Suroh , chairman of the Energy Commission of Malaysia, in his intended recommendation to the Government to advance the implementation of the LIWAGU hydropower plant to resolve the problem of power shortage on the east coast of Sabah.

Despite the high cost of coal now and the availability of many alternative means to provide clean energy the authority’s insistence on the coal-fired power plant is indeed beyond anyone’s understanding.

He hopes that Government would be kind enough to listen to the wishes of the people and scrap the coal power plant all together and give us clean energy so that we can leave a clean and healthy environment for future generation.

I was saddened to read the latest news on Datuk Raymond Tan’s meeting with DPM Najib & Tenaga Chairman Leo Moggie (http://dailyexpress.com.my/news.cfm?NewsID=61628) and the verbal diarohea of how the government is duty-bound to provide electricity to the people. They are diverting from the essentials – They were talking about alternative and ‘best’ sites instead of talking about alternative or best source of power.

I am of the opinion that some people have brains that has ceased to function after entering the kingdom called POLITICS. They talk and talk but never listen.

Whats happening is a result of electing arrogant and selfish politicians who are corrupted to the core. And there are some slaving servants who are are so hard-up wanting to earn their bread and butter that they will swear upon their mother’s grave that the government is right – sometimes even before they have heard all of it.

Sandakanians -  STAY UNITED! Your power lies in YOUR VOTE! Use it wisely the next time around.
