Testimonial : stop the coal-fired power plant

I am an engineer and specialised in

power.  I strongly support to stop the

coal fire plant for the following

reasons:-

1. SESB has spent huge money to build this east coast grid but end up with unrealiable system,………….

2 Gas power plant  can replace all SESB’s power plants burning light or diesel fuel oil……………….

3. Sabah do not produce coal and it rely on import from kalimantan , No matter how good is your system or what you can write blah blah via your EIA report, finally, ……… it is useless…………

4.Our DOE do not carry out their duty in an efficient manner…………..

5.East coast power supply is sufficient.  There is no need for coal power plant…….because of over supply and NO DEMAND of power……………..

6. Sabah got lot of natural gas. Why gas power plant can not be set up in east coast? Can, why not………

7.Coal plant produces very fine ash.  where do they dump the fine ash?…………..

Coal Fired Plant
I am an engineer and specialised in power.  I strongly support SAPP move to stop the coal fire plant for the following reasons:-
1.SESB has completed the so called east coast grid which basically connected electricity generated from all SESB’s power stations around Sandakan, Tawau, Sempurna, Lahad Datu.  Further, electricity generated from IPP in Tawau, 2 or more IPPs in Sandakan and the rest are also linked to this east coast grid.So, electricity supply for east coast are guaranteed.  However, the east coast grid is not so realiable because the system is not so stable.  Those IPPs around the east coast are NOT generating in full capacity because of over supply.  SESB has spent huge money to build this east coast grid but end up with unrealiable system.  No matter how many IPP or coal plant you build in east coast, as long as the grid is not stable, you can not guarantee the power supply.
2.Look at KK area, more and more IPPs coming out at KKIP area using gas. the same to Kimanis which also use gas.  It is good to have all these gas power plant so that they can replace all SESB’s power plants burning light or diesel fuel oil.  However, consumers are still paying high electricity tariff when IPPs are paying lower tariff by SESB.
3.  Sabah do not produce coal and it rely on import from sarawak, kalimantan or even australia.  The coal from especially kalimantan, sarawak (Sejinkat coal power plants build China) produce high sulphur content. For coal power plant, it is not recommended to use coal that contain more than 1% of sulphur because the operating cost is very very high.  You need at least 2 stages of treatment to remove the SO2 and the final stage we normally called scrubber which is a very expensive system.  No matter how good is your system or what you can write blah blah via your EIA report, finally, if owner of the plant do not inject chemical to reduce the SO2, it is useless. 
4. Our DOE do not carry out their duty in an efficient manner. The discharge of SO2 do not monitor constantly by DOE because all power plants flue gas discharge do NOT link online to DOE.  Look at western countries and even China, all power plants flue gas discharge, like NOx, SO2 are linked to DOE office for online monitoring to ensure all power plants are complied with the requirements.
5. East coast power supply is sufficient.  There is no need for coal power plant.  It is only the grid system not stable and IPPs even generate at lower capacity because of over supply and NO DEMAND of power.
6.Sabah got lot of natural gas. Why gas power plant can not be set up in east coast? Can, why not.  WE can use liquefied natural gas (LNG). LNG is a liquid phase of natural gas, just as water is a liquid phase of steam. When natural gas is cooled to a temperature of approx -160C at atmos.pressure, it condenses to a liquid called LNG.Previously, there was a company willing to set up LNG plant and supply to sabah so that gas power plant can be done but Petronas is not willing to give lower pricing just like what they offer to those IPP in west malaysia. Well, LNG can also shipped to east coast to supply to power plant instead of pipeline using natural gas. In general, LNG is economical where piped gas may not be feasible because of low offtake.  So, if Kimanis can produce, why can’t they also produce LNG and supply to east coast so that gas power plant can be set up instead of coal plant?
7.Coal plant produces very fine ash.  where do they dump the fine ash?  this fine ash is normmaly suitable for cement plant but cement plant at Sepangar bay is not suitable because that cement plant is a clinker plant and do not use that kind of fine coal ash to produce cement. In Kapar coal plant in Port Klang, the fine ash are send to cement plant. So, if coal plant is located at east coast, they may need a huge site to dump the fine ashes over the 20 years. Why people are silent on this fine ash issues?  How do they treat this fine ash?  This fine ash is just like powder form.

    Huge question –

    why was contract awarded before EIA and other laws requirement satisfied.

    Should this not be reported to MACC?
